President Donald Trump violated federal law when he sent National Guard troops to Los Angeles earlier this year and had them perform law enforcement duties, a federal judge ruled Tuesday, a ruling that could hamstring the president’s ability to send the military into more Democratic-led cities as Trump appears poised to send troops into Chicago next.
